
Chris Whitlock, Vibrint CISO and Vice President of Advanced Technology Programs, brings extensive experience in cybersecurity engineering, mission systems integration, and cryptographic modernization across defense and intelligence environments. Throughout his career, he has led teams responsible for securing complex, high-consequence systems operating within classified and mission-critical domains.
Chris has been at the forefront of translating evolving cryptographic mandates — including CNSA 2.0 and emerging NIST post-quantum standards — into practical implementation strategies for operational environments. His expertise spans secure systems architecture, embedded cryptography, PKI modernization, zero trust alignment, and the design of crypto-agile infrastructures capable of adapting to future algorithm shifts.
He focuses on making quantum readiness executable — ensuring modernization efforts enhance mission resilience without disrupting operational continuity.

As Vibrint’s Quantum & Cyber Strategy Advisor, Rob Joyce brings to the Vibrint/QED Quantum Solutions Team more than three decades of leadership in cybersecurity, cyber operations, and intelligence at the highest levels of U.S. government. Most recently, he served as Director of the Cybersecurity Directorate at the National Security Agency, where he led efforts to defend the nation’s most critical systems against sophisticated global threats.
Over his career, Rob held senior roles including Acting Homeland Security Advisor, Special Assistant to the President for Cybersecurity, Special U.S. Liaison Officer in London, and Chief of Tailored Access Operations — NSA’s elite offensive cyber unit. He contributed to national cyber policy, executive orders, and initiatives advancing quantum-resistant encryption and cryptographic modernization across government environments.
With an engineering foundation from Johns Hopkins University and executive education from Harvard Business School and the Kellogg School of Management, Rob combines technical depth with strategic leadership. Since retiring from NSA, he advises boards and executive teams on emerging cyber risks, including quantum threats, offensive AI, and nation-state cyber operations.
